How about this? Since the machines of the ignorant (or cheapos) who
connect to the internet without virus protection, and then get a virus
usually then become _infectors_ of other people's machines (after all
that is how virii spread) why don't we ban any machine from connecting
to the internet after the machine is found to have infected anyone
else.
Then you are only punishing the goofs that infect others...

For true virus protection, all ISP's should be required to scan and
block any and all viri that pass through their networks. If people were
sending diseases through snail mail would it be the necessary for every
one to wear protective clothing when they get their mail or should the
mail delivers be responsible for keeping it clean?
There are millions of home / business computers but there are only a
few thousand (at the most) ISP's. They should be required to keep the
internet clean since they provide it to their customers.
