I think you are using the word DOS but actually mean Basic interpreter. The PET
Basic is one of the first software products made by Micro-Soft (the hyphen was
really in the name those years) and it was available as an OEM product for a
one time price,

So Commodore did buy the rights once and never had to pay later on Microsoft for
this version.
