Try unplugging the mouse/joystick if any are plugged in.
It does sound like a stuck function (F1) key. Sometimes they get jammed from
stuff sitting on top of them or get stuck under the other F key. If you lift
up the cap, even if it comes off the plunger, you can lift the plunger up
and snap the cap back on.
