I went to the WEB site below:

http://www.funet.fi/pub/cbm/firmware/drives/new/1571/index.html

The descriptive text that accompany the entries for the 1571 original
and upgrade ROMs (-03 & -05) suggest that you should encounter few
problems swapping the 1571 ROM chips. The diagnostic in response to
a UI command issued to both ROMs should identify the DOS version as
3.0. The 1571cr ROM code at the same site is version 3.1. Thats the
version that I have in my C128D. There is a significant difference
between all 3 ROMS. I don't know why Commodore rewrote the 1571 ROM
for the internal drive in the C128D. You may want to fix a working
drive by using a chip made from the 1571cr file at the above site.
I have no experience with DOS versions less than 3.0. You ma have a
collectable ROM chip.

Go into the C128 MONITOR and issue a u0>m1 command. Next format
a disk. Don't use a disk with valuable data already on it. Does
the disk have 1328 blocks free? Next use an older file copier
to copy about 1000 or more blocks onto the new disk. Use a file
copier that doesn't write with burst commands for 1571 drives.
The first 664 blocks should copy ok. Drives with older 1571
ROMs slowed noticaebly while writing to the last 664 blocks.
Booting from FLIPPY disks were painful as well.
