Uh, there is no "gaming" chip in the C64.

When it happened again the same guy tried
charging us double and wouldn't give us the keyboard back without
giving him $50 for his troubles of just looking.

Not a good guy.

The same problem exists after trying the keyboard with two
different monitors and disk drives.  My questions being:
Did I get screwed on the deal?

Yes.

What exactly could be wrong?

There are many possible items that could go wrong in the C64.

Is it possible to fix without buying another keyboard for replacement parts?

It's possible, though with C64's going for so cheap, you'd really have to love your current one to get it repaired for a price. To demonstrate how cheap C= machines are, at our table at last weekend's Vintage Computer Festival, we had C64's for $5 and C128's for $10.
