Sounds like the same problem I had with the 1084 - I think the older
Korean (Daewoo) made ones seem to have this problem (which mine is).
There were two main sources of manufacture - Daewoo, and Philips -
identified by the model number. Daewoo produced models ending in 'D' -
e.g. 1084S-D; whilst Philips produced models ending in 'P' - e.g.
1084S-P. Anyway, to get the 1084 working, you probably need to use the
same fix that I did - let me know if you want details and I'll see if
I can dig them up.

So I realised that I did the wrong pinouts on the sony, did some more
searching, and coughed up the manual in pdf format.

Made the cable, first had the HSync go to the composite sync, or vice
versa, but that didn't work.  But I saw that the monitor did sync on
green, so i just disconnected the sync line and it works nice.

Got my micro IDE the other day, so I guess now i'm set.

Glad to hear you got it all working! If you're like me, you'll find
the IIgs is quite a fun machine to play around with.
