Does IIGIF work in reverse, too? If so, you could then convert the HGR to GIF, then convert them to BMP on the PC from there.

Unfortunately it doesn't.

SuperConvert for the IIgs can load monochrome and colour Hi-Res and Double Hi-Res graphics and can save them in IIgs formats as well as GIF, PNG and TIFF. If someone were to write a Babelfish translator it could probably save in BMP and JPG format too.

It can load GIF and BMP files but unfortunately it can't save them in Hi-Res or Double Hi-Res format. You could use SuperConvert to convert a BMP into a GIF and then you could use IIGIF to convert that to HR or DHR.
