Unfortunately it doesn't.
SuperConvert for the IIgs can load monochrome and colour Hi-Res and Double Hi-Res graphics and can save them in IIgs formats as well as GIF, PNG and TIFF. If someone were to write a Babelfish translator it could probably save in BMP and JPG format too.
It can load GIF and BMP files but unfortunately it can't save them in Hi-Res or Double Hi-Res format. You could use SuperConvert to convert a BMP into a GIF and then you could use IIGIF to convert that to HR or DHR.
