Where does one find and use secpol.msc?

Start -> Run... -> "secpol.msc"

The actual file is located somewhere in the Windows folder but it's on the path so you don't need to worry about its whereabouts.

If you want to access the shares by user names other than "guest", I
think you will also need to disable Simple File Sharing and use the
Classic File Sharing instead. (If you have the "Home" edition of XP,
Simple File Sharing cannot be disabled and using the Guest account is
the only option then. In that case, make sure that the Guest account
is enabled - it isn't by default.)

How do you enable accounts?

Use the User Accounts applet in Control Panel. It says "Guest account is off." Click on that area, then click on the "Turn On the Guest Account" button.
