Very few fonts have small capitals as their lower case and I need to
use such a font.

I've got quite a few somewhere in my PD font collection.

My database of the EFF "4000 Public Domain Fonts" CD-ROM reports the
following fonts as both sans-serif and containing smallcaps:

Device
Futro
Inbent
Jills.Smallcaps
Kaggish
Optix
Overset
Sans
Virtue

These are all in the public domain and I could send samples.

Does 'in the public domain' equate to 'available for download from the
Internet'? If so please let me have the links. Failing that, samples
would be most helpful (if I can actually get hold of the one(s) I need
somehow). Many thanks.
