It boils down to this, really: My network, my rules.
If my user doesn't want to accept that, which he has demonstrated to
be the case time and time again, then I will limit the bandwidth
available to him to make it next to useless for downloading large
amounts of data. Which is precisely what I've done.
If your point is that even on with a low speed he can still download
but it'll just take longer then, yes, I know. Short of a complete
block, like security, trying to stop this outright is a compromise -
but in this particular case, see below.
I don't think you're 'up to speed' on the current P2P scene.
He's not "up to speed" on it either - quite literally. :p
ATEOTD, I don't wish to be up to speed. I couldn't really give a fig
about the P2P scene, just so long as *my* network and bandwidth isn't
being abused by my selfish user.

In this case, we're not really talking about a "P2P junkie" - his
nature is such that if something takes too long, he doesn't bother -
he gets bored waiting. The limited speed is the perfect solution.
