Web browsing and email seem to be normal, including downloading and
uploading quite large messages. However in the last two weeks FTP has
become almost unusable. Once or twice it has sprung back to life but
is just as bad the following morning.

I'm on PlusNet over BT too, and I've uploaded a considerable amount of
photos to my site via !FTPc on a couple of occations in the last two
weeks with no difficulties.

What package are you on? They've said that FTP on Broadband Plus is
"heavily restricted" and on anoter occasion that it is "restricted to
100kbps". If I could achieve that I'd be happy. I have now run the bt
speed test and it reports 664kbps on download which is OK. Anyway the
problem isn't just with shifting large files - it's hard enough to get
through the initial handshakes.
