I've switched on the firewall log in Windows, and it shows incoming
requests from this computer, but it doesn't show responses.
That, and the lack of reply in Ethereal, is why you are getting "timed out"
- it means no reply received by the time limit.
Now you have to figure out why there's no reply. The service either isn't
getting the request, or it's ignoring it. If it rejected it, you'd get
"connection refused".
Can you access the Pc from any other machine - if not, look in the Services
and see whether the server service is running. If not, that's your problem.
(Right-click on My Computer, Manage, Services and Applicationa, Services)
