There's the Dutch language 'Intaconet' lists. They were started years
ago as an attempt to give the old BBS network Aconet a presence on the
internet. Technically, they are still 'up', but they're so low traffic
that they could be considered dead for all intents and purposes.

There's a page describing them at http://www.intaco.net/ (only available
in Dutch, I'm afraid...).
