Oregano 2 and NetSurf (although NetSurf got the furthest).

I've never been able to get paypal to work at all and in any case,
postage to Belgium would be a bit more expensive. Can I order in a
more low-tech way?

Several years ago, paypal took the requisite money off my credit card,
but the numbers they gave me to activate it didn't work. When I
emailed to say this, I got a standard reply to use the numbers on the
statement which didn't work. When it started to get like the 'hole in
my bucket' song, I gave up. I never even got a refund.
