JPEGs are already compressed and zipping them can actually make them

A meaningless comment, in my opinion. JPEGs are best suited to
'natural' images (e.g. photographs); GIFs are best suited to simple
graphics and line-drawings. You cannot generalise and say that "GIF
and TIFF files are larger" than JPEGs; a GIF or TIFF may be *much*
smaller than a JPEG if the image is suited to its style of
compression. Also, the degree of compression of a JPEG is variable,
so for a given picture a JPEG file may be small but low quality or
large but high quality.
Your 3MB is very large for a scan. My A4 black and white 300 dpi scans
are usually only 1MB.
I don't think the OP stated that his scan was A4 nor that it was 300
dpi, so I don't see how you can claim that 3MB is "very large". It's
easy to calculate the raw data size: A4 black and white (1 bpp) at 300
dpi corresponds to just over 1 Mbyte; A4 full colour (24 bpp) at 100
dpi corresponds to just under 3 Mbytes.
