The conflict probably exists where you have a static address defined on
one of the machines. There are two ways out.

1) See my previous post about setting up an exception in the DHCP address
set. You may want to consult the manual for your router for this.
2) If the system concerned cannot be set to use DHCP, then change the DHCP
setup so that the range it can set up does not include the machine that
has the static address. For example, if the machine in question has a
static address 192.168.0.2 and cannot be set to DHCP, then change the
range of the DHCP address set on the router to run from 192.168.0.3.

Also remember that, once a system has been granted an address by the DHCP
service, it is effectively "leased" that address for a set period. On a
Windows machine, you can drop and reset this by using the command
"ipconfig /release" followed by "ipconfig /renew" (don't type the
quotes!). Not sure if there is a similar command under RISC OS, but I
wouldn't be surprised.

router " " 192.168.1.1
ip config/all shows XP-PC ip address as 192.168.1.2

These should be OK shouldn't they
