"him, who scans groups for mention of this word" is a genitive clause.
Your "he" is NOT the subject pronoun. As I said before, it is "who" which
is the subject of the verb "scans"
If you wrote "It is he who scans for mention of this word", it would be
correct, but not "of he". It has to be "of him"!
I now withdraw from the grammar discussion, believing I have
demonstrated my point to my own satisfaction.
But not to ours! :>)
