It should show "RiscTV - Irlam Instruments Ltd." against the
relevant slot when you do *podules . If it does not it is
knackered. I would guess you have a hardware failure rather than
firmware. I have never heard of the firmware being upgraded or
replaced 'in the field'.

I also need the software for it and i dont have it.

The podule should contain the single module RiscTVSupport when
you do *rommodules . You need the Irlam application !RiscTV
which contains the 'works', mainly in a large Runimage and 3
more modules RiscTV, Toolkit and Teletext which get run when the
application starts. The podule is useless witout it :-(

Irlam Instruments <http://www.irlam-instruments.co.uk> probably
still hold the software copyright though they are no longer
trading in the RISC OS arena. You could ask them if they could
supply the software, or it is possible that CJE Micro's could.
