Sounds like it could possibly be a termination problem.

It's in an external enclosure, connected by ribbon to the internal
interface header on the card.
and what does it do about terminating (external
plug, switch, whatever?)
External 'dongle' on a ribbon cable, and a conf., setting on the card.
