Mobiles tend to use an adaptive algorithm for the transmit power in
maintaining a link with the nearest transmitter. When they fall out of the
natural range at any power they increase the power until it cannot be
increased anymore or they get a link.
Obviously the likes of O2 etc have a bit of a shortage of transmitters at
30,000ft in mid-atlantic so the phones ramp up somewhat and they then
interfere with some of the aircraft systems.
Apparently some airlines are now installing small very low power repeaters
linking the local user to ground systems via satellite link.
