Binary files can balloon in size when emailed or posted on usenet, as
traditionally these are 7-bit rather than 8-bit mediums. However, most
schemes for allowing this (such as Base64 or UUencode) only make the
file around a third larger; not four times larger.
Adding a third isn't exactly "ballooning"! Given that each 6 bits are
encoded into an 8-bit byte the attachment size is increased by exactly
a third (-0/+1 byte).
I would be very surprised if a NetSurf log file couldn't be compressed
by a third (I normally see ratios of nearer a tenth) and thus it's a
win.
The log file is usually reduced dramatically when you zip it. However
bug reports should be submitted via the Sourceforge web site and not
by email, so Base64 encoding doesn't apply.
Having said that, you are likely to get a broken error message if you
submit a file larger than about 300kB. If that happens you'll need to
split the log up into two or more parts using your favourite text
editor, zip each part and submit it separately (you can add files to
the initial bug report).
