What I can't work out from all this fuss is why it was impossible to
write a query to select limited data from the main database.
Assuming the data was on some large relational database machine, it is
quite easy for a SQL practitioner to write a query to select part of it.
Why then did EOS (EDS?) quote a large sum which the deprartment refused
to pay and which led to the fiasco of sending all the data on the CD?
Was EOS (EDS?) on the make?
