The actual Dead Sea Scrolls are rather fragile and can only be
directly handled by accredited international scholars of repute.

But the complete text has been published in English translation
edited by Michael Wise, Martin Abegg Jr and Edward Cook, /Dead Sea
Scrolls, a New Translation, Translated and with Commentary,/
London, Harper Collins, 1996, HB, xiv and 513 pp.

The best simple text and introduction is Theodor H Gaster,
/The Scriptures of the Dead Sea Sect in English translation/
London, Secker & Warburg, 1957, PB, 359 pp. Bound to be OOP,
so try libraries.

And your opinion of the reader (from the BAR) "Understanding The Dead Sea
Scrolls" ed Hershel Shanks (1992)?
