That was a bug with the old (v2.xx) version of Dialup: if it was set
to display the ISP name when online it would behave as you said.
Changing the display to "Show time online" instead of "Show ISP name"
(via the Choices panel) would give you a working online timer.
DialUp has since moved on to at least v4, but I'm not sure if the bug
was fixed as such.
