PostScript output Half Toned not dithered

I am having a strange problem here, I was doing a printout from Ovation to
the excellent Samsung CLP550 when I noticed that our demo photo (jpeg) was a
lot darker than normal, I could also see from the grey scalling demo that it
was being half toned and not dithered.

I can't see anywhere to select dithering in the PostScript driver or Ovation!

Moving to different versions of RISC OS and/or !Printers sometimes is
correcting things but I can't see a repeatable pattern.

Any ideas?
