Odd Internet behaviour

I'm wondering if anyone can suggest what might be going on.
I log on with Dialup; Messenger Pro and Fresco are loaded. The site
I was trying to access was the National Archive 1901 census index at:
http://www.1901census.nationalarchives.gov.uk/
After about 1 1/2 minutes, before I've really got anywhere, suddenly
I'm no longer on line and 'No information is available from this URL'
(or words to that effect) comes up.
Trying to get back on line fails with the message 'Modem not responding,
is it switched on?' Trying again doesn't work. Switching the modem off
and on makes no difference either. If I shut down and re-boot, I can
log on again, but it goes through exactly the same routine. Can a web
site just cut you off like this?
I wondered if the moden was faulty and tried another site - no problem.
I make very little use of the internet. I access these newsgroups via
Arcade Bulletin Board without any such problem.
My system consists of a RiscPC600 with 233SA and 128MB RAM running
RISC OS 4.29.
