ISO uses the money paid for copies of the standard to pay for the
costs of generating it: not the printing costs (which are obviously
negligible for PDF files), and not the salary of the committee members
(there is none - in fact they pay for the privilege of serving on the
committee) but the bureaucratic costs of organizing everything and
keeping track of every thing. You might think that those costs are
relatively small, and you'd be right. However, the total number of
copies of the standard that will be sold is also small. Divide one
small number by an even smaller number, and the ratio can come out
rather big. I don't know that the cost/copy is large enough to justify
the price/copy, but I certainly wouldn't be surprised if that was the
case.
