the requirements should never be mute on whether something uncoveredRequirements are supposed to be complete, precise, and unambiguous. So

testing is a defect.
Just to re-iterate what Michael said ....This kind of situation exists
only in dream. Have you ever got such requirements? Have you thought
about "cost" of producing such requirements? what about time involved
in producing such requirements? what about market and compitition
related factors?
I hope you understand deeply the dyanmics of requirements
(requirements are some vague written interpretation of some person for
other person at some point of time). As long as there are
