My title at my last job did not match what the industry would say I did.
My title at my current job does not match what I do. Only the person
hiring you as a "build/release engineer" can tell you what that means to
them. What it means to me or anyone else on this newsgroup does not
matter.

Some things I would have thought a build/release engineer would have done:

- maintain the source code using configuration management
- branch the source code
- build executable binaries from the source code
- create an installation process to place all the binaries on an operating
system
- label the source code so you can repeat the process at a later date
- burn cdroms
- deploy downloadable installations to a web server
- conduct installation testing
- create automated build scripts
- incorporate unit testing into the build process
- generate reports on the success or failure of each build

These are just some of the things that come to mind for me.
