What about BSD or GPL when translating to another programming language ?

Hi ! The question is almost in the title. I'm intersted in translating
some programs under GPL or BSD lincense to another language, and I would
like to know if the license still applies to the program: is the
original license message still mandatory in source codes, etc. ?
Maybe the answer is different for GPL and BSD, and I'm interested in
both answers ;-)
