question about adding a scale in the second y-axis of a plot

Dear Matlab friends:
Is there any way to give a scale in the right-hand side y axis without really plotting anything?
Right now, my curve is all down, I have all the x-ticklabel and yticklabel, but I want to add a scale in the second y-axis, like 0% is bottom line and then 20%, 40%... , but I don't really have a curve to plot.
