It was an TargetLink _BUG_!!!
Have a look into the file "%MATLABDIR%\R2009a\toolbox\rtw\targets\ccslink\ccslink\c2000\c2833xPeripherals.cmd".
There should be a line "PieVectTableFile : > PIE_VECT, PAGE = 1" after the "SECTIONS{" in line 78. But this line is not there. After I added this line, my Simulink-Model compiles and is running very well.
I've lost more than 4 days searching for a mistake made by me - but it was a bug. Great.

I'm glad you figured it out. You should submit a bug report to TMW so
that they fix this in future releases.
