It would be helpful if you explained your problem and why you need
to do this.
Your approach depends on your ultimate goal.
Typically, the number of inputs is fixed and missing inputs are
represented by a default value that depends on the type of problem
you have. Two examples are minimum or average values.
In some cases, missing values are estimated by imputation. If
the expected number of missing values is more than one,
imputation gets complicated.
Again, it depends on what you are trying to do.
