2 Variable Equation

I have 2 independent variables of different vector length (radius and
time) and I am trying to insert them into an equation of Temperature
to produce a Temperature Matrix with the different radii as the rows
and time as the columns. Then, I am hoping to creat plots from this
matrix.

Anyone know how to do this???
