The problems arise in determining how to make
the decision to change states. It seems you
are concentrating on the states themselves,
rather than the transitions between them.

Interesting observation.

Maybe.

I would instead say I am concentrating on the states machines
themselves, as a precursor to anything significant in AI coming
along.
