Using which program? Corel Draw, Deneba Canvas, Adobe Illustrator or
Adobe/Macromedia FreeHand? (or something else?)
Roughly you should: draw the star first, then dupe it in place, shrink
it very small to the center of the star, then drag all the nodes
around to make a circle shape w/o adding or removing any nodes, then
set the circle to the solid colour and blend it to the star. Adjust as
necessary.

If you have Illustrator CS3, it is really easy to do. You place the
picture and use the live trace options and it turns your picture into
a vector object.
Then you can make it as large or small as you need to in Illustrator
afterwards.
If you don't have Illustrator CS3 then use another drawing program
and just trace over your picture and fill it with the necessary colors
or gradients needed.
