In TeX it isn't too hard to do. Measure the amount of matter to set and
then shrink to fit.
Whether the stuff fits in the box it won't reflow, unless you use some
really ropey macros.

TeX should do it unattended. I have some intranet sites (i.e. we can safely
ignore some security holes) where some PHP and MySQL provides the galleys
and calls TeX to do some setting. They have yet to fail.
