It seems that reordering tracks would be a basic feature of any CD burning software.
I have Nero Burning ROM 5 and Windows 2000 Professional, if that helps.

Your error is in using the copy function; that makes a copy of the source disc. What you want to do is make a fresh CD (master) using the tracks in the order you prefer.
Use the Audio CD icon and select New. Insert your original CD into the appropriate drive and drag the tracks to the left pane. Reorder them there (or drag them in the order you want). Burn away.
Once you have made your first disc, you can either make more copies with the same layout or use the master to make copies from it. If you are going to use the copy function, please verify your master before you use it as a source.
