Root Dispersion of NTP server with PPS

Hello All,

I have an NTP server, not connected to the Internet. It has a PPS
generated by a Rubidium source (no time correction only frequency
discipline). A number of client discipline their clock based on it.

The server use the PPS Clock Discipline driver.

The server reports:

status=2544 leap_none, sync_local_proto/PPS, 4 events, event_peer/strat_chg,
version="ntpd 4.2.2@xxxxxxxx Wed Jun 21 13:19:03 UTC 2006 (1)",
processor="i386", system="FreeBSD/5.4-RELEASE", leap=00, stratum=1,
precision=-20, rootdelay=0.000, rootdispersion=10.003, peer=64989,
refid=LOCL, reftime=c843cd26.9bf01e84 Wed, Jun 21 2006 13:50:30.609,
poll=6, clock=c843cd34.2ee3b9a5 Wed, Jun 21 2006 13:50:44.183, state=4,
offset=0.000, frequency=34.296, jitter=0.001, noise=0.001,
stability=0.012, tai=0
remote refid st t when poll reach delay offset jitter
==============================================================================
PPS(0) .RBDM. 0 l - 64 0 0.000 0.000 0.001
*LOCAL(0) .LOCL. 0 l 14 64 377 0.000 0.000 0.001

How the root dispersion is calculated for a server without any higher
stratum peers?

Is this value passed to each client and used in the clock filter
calculations?

Thank you,

Mauro
