Root Dispersion of NTP server with PPS

Hello All,
I have an NTP server, not connected to the Internet. It has a PPS
generated by a Rubidium source (no time correction only frequency
discipline). A number of client discipline their clock based on it.
The server use the PPS Clock Discipline driver.
The server reports:

How the root dispersion is calculated for a server without any higher
stratum peers?
Is this value passed to each client and used in the clock filter
calculations?
