This is true.

This is false.

You are also wrong in saying that servers don't appear in the billboard
until they respond; they appear when they are DNS resolved. I've seen
enough firewall blocked cases to be sure that they do appear.

The problem has already been solved so there is no longer any doubt as
to the direction.

The ONE problem that you can see in the original is that both peers have
the same set of upstream servers, thus negating the benefits of peering.
They should use disjoint sets of servers.
