Issue with setting time backwards

Hello,
I found that if I manually try setting the clock on the NTP server back
1 second, that my Tru64 UNIX system did not seem to sync properly with
the NTS time server.
First each processor noticed the difference in time (~1000ms) and
showed the offset between themselves and the NTS correctly (ntpq -p
output). Then each processor in the system lost synchronization with
the server, but sometime later (10-20 minutes) they re-locked onto the
NTS and the offset returned back to ~0 milliseconds.
At this point I thought everything worked and was just about to call it
a successful test, but then I found that the time displayed on each
processor was not the same as the NTS;it was 1 second ahead of the NTS.
This was strange behavior as I expected them to try to slew to the NTS
and be successful (eventually). They did appear to slew, but even
after they appeared to be in sync with the NTS again, they were not
displaying the same time as the NTS.
I was not sure, but setting the clock back the way I did may not be a
valid test. Is it invalid to set the clock on the NTP server manually
like that and expect it to work?
Network Time Server - Symmetricom/TrueTime NTS-100
System OS - Tru64 UNIX 4.0F
NTP Version - xntpd 3-5.93e Mon Aug 13 14:20:42 GMT 2001 (1)
