There is a project, actually a number of projects, under the caBIG
initiative funded by the US National Cancer Institute to develop tools
for sharing data and applications among cancer researchers.
One of those projects is XIP or the eXtensible Imaging Platform, an
open-source environment for rapidly developing medical imaging
applications from an extensible set of modular elements.
XIP has been developed to run in a plug-in architecture for DICOM
imaging applications developed by DICOM working group 23 (hosted
applications). In essence, XIP is a rapid development environment for
imaging applications, but requires an application architecture that is
not yet supported in most PACS/Imaging applications. So, the XIP
project has developed one.
The intial release of XIP has been delivered and placed in open
source. A couple of fairly high functionality demonstration plug-ins
are included in the release. At RSNA Larry Tarbox, the lead developers
of the XIP environment, indicated they are looking at recreating the
functionality of Osirix for a windows (actually in an operating system
independent application) using the XIP development environment.
So, the answer to your question (which has been asked multiple times
over the past 3-4 years) is "not yet, but looking like it might be
soon"
