Digital ICE works by scanning FILM with an Infra-red channel of light that passes THROUGH the film (and it does not work, even as "Digital ICE" with films that are IR opaque) . It is true that other firms use this technology by other names because "Digital ICE" is a trademark, but that TECHNOLOGY (by any name) works only with film .... it does not work with paper. There are other "enhancment" technologies that can be used with paper, but not the technology called "Digital ICE" (by that or any other name).

It works on paper also. It is just not called Digital ICE, Digital ICE is a trademark name that belongs to Kodak.
There are software programs that perform the same functions as Digital ICE on paper scans.
Polaroid has some software programs for dust and scratch removal.

There are also scanners that have the function built-in for paper scans.

There are other scanners that have the ability to remove dust and scratches on paper scans.
My Canon Canoscan 8400F has the function in Advanced Mode. You can select None, Low, Medium, or High.
