Digital ICE has NOTHING to do with, and is totally inappropriate for, the
subject of the original question, which was scanning PAPER DOCUMENTS.
Digital ICE is ONLY for scanning FILM (slides and negatives), and not even
all types of film.
Not true.
It works on paper also. It is just not called Digital ICE, Digital ICE is a
trademark name that belongs to Kodak.
There are software programs that perform the same functions as Digital ICE
on paper scans.
Polaroid has some software programs for dust and scratch removal.

Plug-in for Photoshop.

How to in Photoshop.

There are also scanners that have the function built-in for paper scans.

Through HP Labs' innovative combination of hardware and software
technologies, HP scanners allow users to accurately recover slides,
negatives and prints that would otherwise be ruined.
There are other scanners that have the ability to remove dust and scratches
on paper scans.
My Canon Canoscan 8400F has the function in Advanced Mode. You can select
None, Low, Medium, or High.

Does anyone know of software, which can help eliminate, crease or
paper folds when you scan a document or letter. I tried different
exposures and weighing the paper down with plexi-glass with no luck.

I suppose you have used whatever version of Digital ICE you may have.

You don't say what scanner you are using, so no way to know what
functions are available.
However, have you tried ironing the paper with a low heat clothes iron?
You can do a lot with the image using the clone stamp tool in Photoshop.
