It works on paper also. It is just not called Digital ICE, Digital ICE is a
trademark name that belongs to Kodak.

There are software programs that perform the same functions as Digital ICE
on paper scans.

There are also scanners that have the function built-in for paper scans.

My Canon Canoscan 8400F has the function in Advanced Mode. You can select

You don't say what scanner you are using, so no way to know what
functions are available.

However, have you tried ironing the paper with a low heat clothes iron?

You can do a lot with the image using the clone stamp tool in Photoshop.
