There really is no such thing as manual duplex. You can, in some cases
like with Open Office print odd pages then flip the paper and print even
pages. If you want to call flipping pages manual duplex then do it but it
really is flipping pages. You can do that with any sheet printer.

The ip3600 lacks the auto duplex of the ip4600, and also sports a
smaller head. AFAIK CD printing is also not an option on the ip3600.
Text printing isn't likely to be any improvement over the i560, which is
really what this post is about. It'll cost more to print on either of
these models as they shrunk cartridges.
I personally would go ip4600 over the ip3600 for CD printing and speed,
DUH, that is what I said with out the pompous crap
as well as head life. But I wouldn't be critical of anyone going ip3600
since it is the lowest price model that takes the full sized cartridges,
which are slightly smaller than prior generations.
No big savings. Not as good.
I went ip5200 over ip4200 for the very same reasons.
Buying new is better. Remember many times a defective product is just
a lemon causing trouble all of the time.

Buying new is better, but the risk is mitigated if you save 50 to 60
percent. For canon you only get a 3 month warranty on factory referbs.
Also keep in mind that when the price of the printer is equal to the ink
it comes with, ink you would buy anyway, the net cost of the product is
0.
