Is it a re-manufactured cartridge? Even new HP originals can give
this sort of problem about half way through their life. I've had
warranty replacements. With re-manufactured you could
(like previously owned cars) be buying someone elses problem.
I bought it as a "new sealed original HP" off eBay. It was sealed, and new.
No warranty though.

Sometimes spots of toner do stick to drums for many reasons, if you can
carefully remove the toner (Isopropyl alcohol works well) then it is unlikely
to return unless there is damage to the drum causing the build-up of toner. You
need to be careful not to clean too large an area of the drum or the dry powder
lubricant will be removed causing other problems.
