Color Laser that does not LIE about toner?

I discussed wife's problem with a clogging inkjet over

Since my general experience (home and office) is that a
laser may be left idle for days/weeks and works without
the "head clogging" problem of an inkjet, I am thinking
about buying her a "small" color laser (by small, what I
mean is, not networked and a low duty cycle... and must
have a USB port since her Lpt1 is already used)

But... while it is hard to find the TRUTH from vendors,
I have read as many web sites as I can locate, and it
seems that color laser printers have a major flaw (from
my perspective... evidently the vendors like the "design
feature" just fine!) in that the cartriges are chipped,
or there is some other counting process, which FORCES a
cartridge change even if there is toner remaining

The Brother 8440 we share for our main printer does not
do this... the cartridge goes to EMPTY before it must be
changed... so my question is...

Is there a color laser that does not LIE and force a
change even if there is toner left in the cartridge?
