You are looking at code that may or may not have ever have seen the light
day in any usable build of libc. Attempting to infer anything about its
correctness or lack thereof is a tad futile.
I recommend you review one of the subversion tutorials to understand how
tags and branches are intended to used. Subversion does not force any
specific usage, but there are recommendations.
The current development sources are in the trunk.
If you want to see the code that was used to build libc063 code, you'll
have to ask Knut what the tag is or what changeset number it corresponds
to. I don't see an explicit tag in the repository
