With a detailed transaction log, what should I look for.

How is TCP/IP set up? Does the Internet IP address live on the OS/2 box, or does the modem do NAT?
If the modem does NAT and acts like a DHCP server, in \MPTN\ETC\RESOLV2 there is probably one 'nameserver' entry: the IP address of the modem. Try replacing it with the IP address of the name server of your provider. (Probably your provider has more name servers; you can add 'nameserver x.x.x.x' lines for each of them.)
If this helps, change the TCP/IP setting from your OS/2 box from DHCP to a fixed address (the same as it holds now); as with DHCP, the RESOLV2 file will get overwritten regularly (most likely at least at each reboot).
