It depends on boot phase. The kernel files are loaded from disk 0. The base device drivers are loaded from disk 1 everything else from disk 2.

As far as I know, this is hardcoded into the kernel and invoked when the kernel is loaded as "OS2KRNLI".

Maybe you can shrink some of the files using LXLITE. You can throw away all the DOS stubs. And maybe some of the files can be compressed better.
